I recently set up a computer for a staff member. After setting the
screen-saver password, sometimes the computer will no longer ask for a
password to access. It seems to work for a while, and then not. Any input?

How do you 'set the screen-saver password'?

You mean enable the password protect option on the screensaver so that it
asks the user for their logon password when they come back?

There is a time (called a grace period) where the screensaver can be active
but the computer has not yet locked. You can change this with a registry
entry (or TweakUI)...
