This is a function of your computer's video adapters and its drivers,
not the operating system. WinXP, in and of itself, has no such feature,
nor can it over-ride the settings you've assigned via the video adapter.
Simply use the video adapter's accompanying drivers/utilities to
return the display to its desired orientation. For the specific steps,
consult the video adapter's documentation, or its manufacturer's web site.

Suppose the display is one of those portrait/landscape rotatable ones
and the sensor has broken? (i.e. the display itself thinks it has
rotated 90 deg. counterclockwise)

Still has nothing to do with the operating system.
