Display only 16 colour, no resource for intel AGP controlller

I just upgrate my NEC Desktop with 163 MB RAM, the MONITOR is from mother board RAGE PRO TURBO AGP. But there is no display adapter and the intel AGP controller is yellow colour( error code 12), no enough resources for the device. even I disable a lot of device, nothing is different

Any help?
 
Make sure you have the latest W2k-specific motherboard driver set
installed. If it isn't on the board's CD, visit the board manufacturer's
website, look for the whole package (or possibly just an AGP driver).

I tried to download one driver from ATI web site, but
neither update the display driver nor the AGP controller
driver would change anything. Only message from update
display driver is " u need a display adapter", though I
tried manually add one and it is not working either.

Any other suggestion or direction?

ATI did NOT make the MOTHERBOARD. NEC is the place to start looking.
