display issues

Someone please help me :O(
Our computer crashed in a big way and we had to re-format it. Took 3 days
with having to re-seat the "guts", new button cell battery, etc. etc. Anyway,
now the display is giving us fits and we have tried to go thru the display
options and still can't get it right. When we open a window on the net it is
so big we lose the sides and the bottom of the pages and the maximize button
isn't lit up to click on.
While on other sites we have scroll bars on the bottom and side of the page
(like this one now) Any help would be greatly appreciated.

It will be very difficult to help without some basic information. What
operating system? What are your computer specifications (video card, cpu,
motherboard, memory, etc...).

Intel Celeron 1200Mhz,1.9 Ghz,128Mb Ram, Intel 82815 graphics card, ACPI
