display flickers

I am using windows xp home on a 6 year old dell desktop. My monitor flickers
constantly with horizontal lines and sometimes turns back. It is not a
monitor issue as I have tried other monitors and have the same problem. It
does not happen at all in safe mode. How can I correct this?

Video card is going ?
 
Have you tried tweking the resolution settings in Control Panel?
I had a similar issue and my chosen settings weren't supported by my
video card.
 
Try changing the resolution and see if it persists. When you're in safe
mode you're in a much lower resolution since the video card driver isn't
loaded. I'm guessing the video card is flaking out.
