display driver crashing windows during startup

Hi. I'm using win2000 and experience crashing of comptuer
during startup. i am currently using a gforce4 Ti 4400
with 50.3 nvidia driver. The startup screen distorts into
garble during startup. I was wondering is it a driver's
problem? or hardware? I am able to use safe mode and BOOT
TO VGA mode.
