diskpart command

Does the diskpart command erase data from a disk in the
same way as fdisk?

If not can I use diskpart to create a new partition on a
disk where there is currently one taking up the entire
disk?
 
If you delete a partition, yes, the data is erased.
Diskpart does not support taking one huge partition and
breaking it into multiple partitions without formatting.
