Disk show full but it is not. Message appears when I try open admin functions

The container on the server is 2 gig there is currently
165 mb of space available.
When I try and access any admin tool I get the disk is
full error.
I've run disk clean up in the past and the problem went
away.
There is nothing else I can take off the drive.
Is there a mimimum percentage of space needed to run these
admin tools or is there other areas I can look to correct
this problem?

Where are you seeing the 165MB available??
