Disk Quotas in Windows 2003

Dear all,
We are using windows 2003 server as file server in Windows 2000 domain
environement. We are trying to implement Disk quotas for the file servers.
After testing, we found that we can only
1) set the quota for all users
2) set the quota with different volume limit for different user.
3) In partition only
We just wish to carify that if we can
1) set quota for specified user ALSO group (global, local, universal)
2) set the quota for particular folder instead of the whole partition.

By Design.
1) No Quotas reside at user basis.
2) Yes, With Windows Storage Server 2003
