You don't.
You format in NTFS.
You partition using a partiton creation utility like the disk management
console.

Do you want a new partition fomatted NTFS or to convert an existing one?

Hi,

If you are installing windows to a new drive, the option to create a
partition and format it will be part of setup, right after the license
agreement. If you installed a new drive to an existing system, click
start/run, type diskmgmt.msc and click ok. In disk manager you should see
the new drive as unpartitioned space, just right click on it to select the
option to create a new partition and follow the prompts.
