disk defragmenter

WHEN DEFRAGMENTING MY HARDRIVE, THERE ARE ALWAYS TWO FILES
THAT DO NOT DEFRAGMENT. THE FILES ARE
\WINNT\SHELLICONCACHE AND THE FILE SIZE IS 697 KB. IS THIS
AN ABNORMAL SITUATION, AND IF SO, IS THERE A REMEDY? THANK
YOU FOR ANY ASSISTANCE YOU MIGHT OFFER
 
Not sure if it is abnormal, but every time I defrag I have
some files that are still fragmented, different files
though. I've run defreag like 3 times in arow on same
drive and there is always some files that state they are
fragmented.

Thus I am not sure if it is normal or it is actually a bug.

permanently excluded from being defragmented. For more information see the following
