disk defragmenter will not turn on in windows xp. can you advise please?

There are three methods to access the defragmenter in WinXP - see if another
method starts it:
How to Defragment Your Disk Drive Volumes in Windows XP

See if "dfrg.msc" is in C:\WINDOWS\System32 and if you can start it from
there, for instance.
