Disk Defragmenter Not Installed

I've been needing to do a defragment of my C drive for
quite a while, so I finally get around to doing it, and
then I find on the C drive Properties window that I don't
have a defragmenter installed...! How do I install a
defragmentation tool?
 
Perform the following:

1. Right-click on your Desktop and select: NEW > SHORTCUT
2. In the Create Shortcut window, type in: %SystemRoot%\System32\dfrg.msc , and click "Next"
3. In the next window, type in: Disk Defragmenter , and click "Finish"
4. A Disk Defragmenter shortcut icon will appear on your Desktop.

That's not helping... the tool's not actually installed on
my computer, and it won't start the defragmentation. The
defragmentation dialogue box opens, but when I press
the "start" button nothing happens. The defrag files are
on my computer, but it's just not working.

Sorry for being such a bother about this... Okay, I tried
that, and I'm still getting this image:

(If you get a "403 Forbidden", just press "Go" again and
it should let you view the image)
I had a friend tell me to install the defragmenter using
the Add/Remove programs utility in the Control Panel and
adding Windows accessories, but that hasn't seemed to help
either. My computer is definitely showing the signs of
needing to be defragmented and I'm starting to get
frustrated over this.
