disk defrag won't complete

Whenever I defrag my disks (1 drive, 2 partitions) I get
a message that the program can't do all of the files and
tells me to look at the report. When I do, there is no
files at the bottom, but at the top there is a few files
that still have fragments.

Is there a way to have the defrag program do the task
completely?
 
It may not be possible using the built-in defragmenter - it has many
limitations. You might boot into safe mode and try defragmenting from there
and see if that helps.
