Disk Defrag, Windows Update Issues

1. I have XP h ome, and I can't seem to get my defragmenter to run. When I attemtpt to start it, I get a "This version of Disk Defragmenter does not support running more than one instance" message and the C: drive is greyed on the defragmenter window. It's not already running so far as I know

2. All WIndows Update ever does is stay on 0% at the update site - I never get a list of suggested updates

COuld the problem be with my user account? There is only one on the machine, and it is the Owner account, which says it has Administrator priveleges. But is it possiible I am missing some priveleges and how do I check them?
