Disk Cleanup freezing upon starting up and IE Hompage

Two questions:

One, in Windows 2000, when I open 'Disk Cleanup,' it starts to compress old
files but then stops. Any ideas or articles on this?

Two, the default homepage in IE 6 is set to www.msn.com and it won't let me
change it. How do I change admin settings and/or fix this?

No, the IE homepage issue is still ongoing. It is set to 'www.msn.com' and
it won't let me change it.

Do I have to go into admin settings?

It is a personal computer with Windows 2000 installed by the guy at the
local computer store who upgraded it from Win 98 SE for me.
