disk clean up

Several of my scheduled maintenance items do not work.
For example, Disk clean up will not work because it does
not recognize my password. Changing or deleting the
password does not do any good. I used to defrag my disk
regularly under Windows 98 but this does not work under
XP home version. Perhaps I have deleted a vital file.
How do I reinstall my disk clean up program and its
related programs and correct the password settings, other
than the normal routine. I use Norton Virus scan
regularly so it is not likely that a virus did it to me.
Do I reformat the disk and reinstall the XP CD that came
with my computer or is there a less intrusive way.
Thanks for any advice you can give me.
