Discussion website customizing threads

Where do I find the website permissions to "show hidden files"? I am trying
to customize the view of the thread on a discussion board.
 
You can not modified the discussion web view, other then to apply a theme.

What version of FP?
2003 = (with site open) Tools | Site Settings | Advanced | "Show hidden
files and folders"
2002 = Tools | Web Settings ...
