Disclaimer not working properly

I have defined a Group Policy at the Domain Level using
Active Directory Users and Computers.
Computer Configuration
Windows Settings
Security Settings
Local Policies
Security Options
Message text for users attempting to log on

The Disclaimer has been working fine for months.
Yesterday I started seeing only part of the message. When
I check the DC's AD policy I see the complete message.
However, when I logon to the DC's, or another computer in
the Domain, I only see part of the message.

All of the DC's have been rebooted several times.
DC's are running W2K SP3.

Any ideas?

Are you still having this issue?

If yes, did use the Group Policy Management Console to edit the text -->
When using GPMC to edit legal notice the banner gets truncated on Windows
2000
Machines.
