Well... The Microsoft Knowledge Base Article I referred you to [KB292463]
explains that a "Control Panel tool" is included in a particular category by
adding a registry DWORD entry for the tool in the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Control Panel\Extended Properties\
{305CA226-D286-468e-B848-2B2E8E697B74} 2
Perhaps if you use the Registry Editor to view the key you can find out the
path of the tool that is supposed to be associated with the Intel Extreme
Graphics Control Panel tool.
Once you have a specific name you can further troubleshoot and research.
Note: If I understand your product correctly after my limited research it is an
onboard Graphics Controller. If that it correct and you decide to contact
someone, instead of "email [ing] Intel" perhaps you should contact the
manufacture of your computer (or if you purchased a motherboard directly
from a company, that company).
Just grasping for other things you could do since I have no experience, or
knowledge about, this product:
When I search the Microsoft Knowledge Base for "Intel Extreme Graphics"
I get this one hit that you may want to review to see if it points you anywhere:
- KB830085 - The video card is not installed correctly during an upgrade to

- Explore the documentation that came with your computer (files readme.txt,
etc., often contain release notes for known issues) and/or your computers
Support Web site to see if this is a known issue.

Note: Although it does not list your particular issue, the following web site
mentions an issue (1149970) that was corrected in a software driver revision
where the "Intel Graphics Technology tab is deleted in Limited account mode."
So if you are logged in as a limited user you may want to try logging in as
an Administrator and see if the problem still exist.
