Disappearing Tool Bar

Running XP, IE/OE 6.0. No Toolbar appears in OE. Using
shortcuts etc. to perform forward, reply, delete etc.
tasks which ordinarily appear in this view.

Under View, checkmark Toolbar, Apply and OK. When we re-
visit View, Toolbar is no longer checked. Cannot access
Customize Toolbar, will not open.

Thank you for any assistance or suggestions you might
have.
