Disappearing scroll bars

I have a detail subform in a main form. On the first
record of the master table, the vertical scrollbar in the
detail subform is visible and operable. If I move to the
next main form record, it disappears! Anyone know what's
going on?
 
I would guess that the detail list in the next record is
short enough to fit
within the space allocated, so no scrolling would be required - hence, no
scrollbars.
