Disappearing Icons and Task Bar

When I start my daughter's computer the icons and task bar appear momentarily then disappear making it impossible to use the PC. Unfortunately, the only user that is set up is the administrator. I can access the PC as a guest but cannot make any changes. I think I need to set up a new user with admin priviledges and then go in and remove the old user profile. Does anyone out there have a fix for this orany other ideas? Thanks
 
alt ctrl del, find any proccess that is explorer and terminate it then
from the taskmanager go to FILE and NEW TASK and type
explorer in the box and press ok.
