Disabling windows file protection once and for all

How do I disable the annoying WFP permanently? I tried changing
SFCDisable value in Winlogon to 0xffffff9d, but to my horror, the
bugger STILL keeps coming up all the time!
My problems began when Win2K SP-4 installation was interrupted because
of a 'cannot read telnet.exe' error and I had to repair my
installation from the CD. After that WFP began complaining. I really
don't want to install windows and everything else again (3rd time
within two days) to have this fixed. I have installed SP-2 after
repair.
Dummy SFC.DLL or something?
 
I would recommend troubleshooting the SP4 install instead of trying to
disable SFC. Can you successfully install SP3?
