Disabling the Global Address List in Message Form Template?

Is there a way to Disable to the Global Address Book button? The
problem is I would like the force the user use the passed in list of
email addresses. I have done this by graying out the TO: list, but I
can't disable the Book, so they can easily go in and Add others in the
To: list that way.

Any help would be greatly appreciated!!!
