I know there is an option to disable the database shortcut button in access,
but how do you get this back if it is disabled. Also I have set securities on
my database, but some people need to have the access to Modify design in a
query, which allows people to modify and delete the query. Is there any other
way of changing these securities?

You can't have your cake and eat it. If you want a secure app then you have
to set it up such that your users can accomplish what they need to do using
what you have provided for them. If you care to post what you're trying to
achieve then someone might be able to help further. FWIW I don't have a
single application where the end user needs to modify a query.
