Since you won't have access to the Group Policy Editor in Vista Home
(only Ultimate or Enterprise versions of Vista have the Group Policy
Editor), you will have to use the Registry Editor (second method given
on the page).
This will make Fast User Switching unavailable from the Desktop or the
Start menu, but sadly, this hack will NOT work for the Welcome Screen:

My advice? Don't allow anyone other than yourself to have a User
Account on your machine. This should stop it completely, since a User
Account cannot be created from the Welcome Screen. It is simply not
possible to login without an account.
