Disabling some menu options in IE 6

Can you help with this .............
I am trying to disable the "view - encoding" menu option in I.E 6 and
I want to disable the "file - send - shortcut to desktop" menu option
in I.E 6
I am building a totally locked down desktop for use in an Internet
kiosk trial and these 2 items are the only things left that I, so far,
am unable to disable in a user profile. I would rather do this in a
local profile BUT if this has to be done as a policy it will be OK
