Disabling Right-click on "All Programs"

I am trying to disable the right click menu that appears when right
clicking on "All Programs" on Windows XP Pro.

I have searched high and low in the Group Policy. I have disabled
pretty much all context menus. They only one they don't stop is that
one.

Our "All Programs" folders are redirected to a network share.

Can anyone help.....

Scroll down to and UNCheck: Enable dragging and dropping |

If XP Pro...

You can use the Group Policy editor (Gpedit.msc) under the following
location to configure Start menu features:
User Configuration\Administrative Templates\Start Menu and Taskbar

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer
The registry entries are DWORD values. A value of 1 is enabled, and a value
of 0 is disabled.

Policy: Remove Drag-and-drop context menus on the Start Menu
Description: Prevents users from using the drag-and-drop method to reorder
or remove items on the Start menu. Also, it removes context menus from the
Start menu. If you disable this setting or do not configure it, users can
remove or reorder Start menu items by dragging and dropping the item. They
can display context menus by right-clicking a Start menu item. This setting
does not prevent users from using other methods of customizing the Start
menu or performing the tasks available from the context menus. Also, see the
Prevent changes to Taskbar and Start Menu Settings and the Remove access to
the context menus for taskbar settings.
