disabling right click function

I've new to Win 2000 Pro security , so could someone
please provide step-by-step (eg open this, click that)
instructions on how to disable right click on the
desktop/files/folders etc for my "user" grade users.

We are a local school district. We need to prevent
students from removing/adding items to the start menu and
from removing/adding shortcuts. I think that an answer to
Ben's request will also assist us.
 
To disable right click use Group Policy [via gpedit.msc on local machine]
user configuration/administrative templates/Windows components/Windows
Explorer - disable Windows Explorer default context menu. There may be other
items there you wish to disable. Also check out the settings in
/administrative templates/start menu and task bar that may be of interest.
You may also want to look into manadatory profiles if you are in a domain to
maintain desktop [changes won't be saved]. Another possibility is to change
ntfs permissions on the user's desktop folder in their profile under
documents and settings so that they have only read/list/execute permissions
and be sure they are not owners of that folder in security
page/advanced/ownership. If they are take ownership as an
