disabling programs that reconfigure IE homepage

i need assistance locating a file/program that reconfigures internet explorer homepage and adds favorites links everytime my pc is rebooted. i have scanned the pc for viruses and torjan horses but have not found any.

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each need to be updated before every use, even when just
downloaded.

If trying everything at that site does not fix the problem please post back
