Disabling narrator

Is there any way of disabling the win key + U shortcut that starts narrator
on win XP SP2?
I've seen reference to turning it off in administrator tools\services in win
2000 but can't find it in mine (I guess that's win 2000 specific) and also
somewhere mentioned switching it off in group policy but I can't find the
relevant bit in gpedit.

"Press Windows Key + U to bring up the Utility Manager. Click on Narrator in
the open box at the top. Then uncheck the "Start Automatically..." choices
below that you do not want used. "
