Disabling Local Area Connection

hi buddys,

I want to know if there is some API / Code available to disable the
Network connection in a windows 2000 server machine.

more specifically, I want to make an application which will calculate
the bandwidth (up/down) limit and automatically disables the network
connection if it exeeds the specified limit (in MBs).

I searched throught the internet but I could only findout some
"hnetcfg.dll" but only applies to windowsXP i guess because i searched
my win32 folder for this file but couldn't find it at all.

any help will be appreciated.

My friend's been having trouble for months now just detecting if a cable's
been pulled from a network - damned if I know how to detect the thing. It's
down the NIC driver and other system components installed for the hardware.
It's certainly not possible with any of the ageing hardware I've got here at
home!!

There must be a solve somewhere because I've got an application which is
doing that for me,

it can block the up(send) and down(receive) bandwidth and also limit the
bandwith usage for traffic.

what i m doing is defing bandwidht policies.
