Disabling Journal on installation

Hello:

We would like to install Outlook without the journal functionality. I've
seen that we can limit the automatic journaling options through a policy, but
we would like to avoid users accesing to the journal in any case.

Can anyone help?

I suppose it might be done by creating a COM add-in that blocks any attempt to create a new journal item, but there is nothing built into Outlook to disable such a major feature.
