Disabling feature by using Group policy

Hi,
I wanna open an internet cafe, but I am just afraid that the users may
download some virus into the computer, so how am I be able to restrict user
from downloading?
I've tried out the group policy, it's great, it can disable lots of
features, but it can't really disable downloading. And it's quite
complicated. Is there any third party software will do this nasty things for
me? I know there's one for XP, but not 2000....
Also, is it possible to only apply the group policy on users but not the
admin? For example, I just want to restrict user from using the Task
Manager, but I as an admin, I still need the task manager...

The obvious thing to check is the date/time/ time zone/year on both the
client and the server.


A time change on the Domain Controller may cause this. Also it can be caused
by the client not
pointing to the DC for immediate DNS name resolution. Here are some
sugggestions:
- Correct the time on the DC.
- Point the client to the DC for DNS.
- Ensure all DNS settings (forwarders, forward lookup zones) were correct.
- Ensure WINS is in tact and showing as expected.
