Disabling "Enhanced pointer Precision" across all accounts in XP machine

Hello,
I'm responsible for maintenance & management of PC in several
classrooms with XP SP2 installed using default settings. Now I'm
getting art teachers complaining about problems due to XP's default
"Enhanced Pointer Precision" control being on by default.
My question is is there a way to change this "precision" setting
where it will affect all the accounts in a PC (machine-level)?
All the answers I've found relate to making the change via GUI and
in each account. Every standalone PC has 12 accounts, 35 PCs in each
classroom, 4 classrooms total (That's 1,680 changes using GUI)! So you
understand how a machine-wide change would be a big help.
I'm very comfortable with making Registry changes and using command
line and group policy for doing work for non-domain-controlled
classrooms.
I also have a classroom that we just set up with Server 2003 with
enhanced pointer precision turned on. Is there a way to change this
setting via AD or Group Policy?

There should be a setting in the Control Panel, Mouse dialog, and it affects
all users on the machine.
