Microsoft Antispyware does not contain a firewall. It does not regulate
outbound access.
Microsoft Antispyware will allow applications known to be spyware free to be
installed.
The solution, if you don't want those apps installed is to not install them
in the first place, or to uninstall them if you don't like their behavior.
