Disabling access to Safe Mode

Is there any way to either: (Windows XP)
1.) Disable access to Safe Mode by pushing F8 while your
computer loads,
2.) Change the button used to have access to the Safe
mode screen (instead of F8),
3.) Have it so that the "Administrator" user account is
not on while in safe mode, so any user can go into the
computer while in safe mode?

I have had problems lately with other people going into
Safe mode on my laptop, deleting my password for the user
account under my name, restarting the computer, going
into my account and hardrive, and messing up my files and
configuaration.

It is a major flaw in Windows, and needs to be fixed.

It is not a flaw at all, much less a major flaw.

Simply reboot to Safe Mode, log in as Administrator.
Then go to User Accounts in Control Panel.
Select Administrator.
Then select the option for a password.
