Disabled hardware in XP

Hi,
Due to some faulty hardware in a PC i'm upgrading from Win XP professional,
the hardware has been disabled.
Is the hardware re-enabled during an upgrade to Vista Business 32bit?
I know that this was the case when upgrading from '98 to 2000, it was "by
design" that the hardware tables weren't kept, is it the same here?

Thats dissapointing and explains the failed upgrade.
Oh well, i'm sure they did it for a valid reason.
