Disabled Effect Options

In "Display Properties", under the "Advanced" tab, "Effects" button, there
are a set of checkboxes. The checkboxes and listbox for 'transition
effects' and 'hide underline letters' are disabled (greyed out), and I
don't know why. Does anyone know what would cause this to happen?

I can manually set the values for these with the UserPreferencesMask key
in "HKCU/Control Panel/Desktop", but this only lasts for a few reboots
before the options are reset.

Ah, I just found a partial fix on a site I saw mentioned here.

The registry import on line 256, right-hand side applies to this problem.
Merging it enables the bottom disabled checkbox, but not the top box or
list.
