How can I disable FTP and Telnet?
I was told to go to administrative tools and disable it there,but I couldn't
find anything there. I need to disable them as soon as possible as they are
using ports 21 and 23 and feeding possibly everything in my computer to
anyone interested.

Telnet might be but the is no FTP server in XP (except in IIS in Pro). And you have to login to use Telnet (and I don't know if telnet server is in home).
 
I use home and it is not listed.

Perhaps you should explain what you are asking. Type firewall in XP's help will help you if I'm guessing right.
