Disable Windows Updates on a user-basis or connection

How do I disable downloading Windows Updates on a user or a connection
basis?

Context:
On our laptops we have a specific local user account for connecting to
the Internet by UMTS / HSDPA.
However we don't want Windows to use this connection for downloading
updates.
How to prevent?

Editing the Registry key HKCU\Software\Microsoft\Windows\Current
Version\Policies\Explorer\NoWindowsUpdate = 1
doesn't work.

Windows Update is a system (computer) service and as far as I know cannot be
disabled on a per user basis.

An alternative would be to turn off the Windows Update service so no user
would be running it during their login session. Then when you want to check
for updates, login as an Administrator and manually turn on the service and
check/install updates. When finished turn off the service. Not a very
elegant solution, but doable.

average reader would not be able to detect.

At times this can reach a bizarre condition where they
troll using a forged identity at a Breidbart Index of well
over 20. They then at every opportunity call the victim a
troll.

Larting the offender is often effective because ISPs recognise
the seriousness of this offence.

Where Forgery is done via an anonymous remailer complaints
to abuse@thelastremailerinthechain may well be effective.
The remailers administrators do not like their facilities
being misused, and have ways of combatting this. It is
also worth registering with
