Disable WIN2K3 "strong pw" to 2000 setup pw default

I did change the domain group policy password security policy form 7 char
min, etc, to all disabled.

Still, passwords conform to initial default WIN2K3 settings.

What else do I need to do to make that change

Did you do make the change in the default domain policy?
Have you verified that the DCs are receiving policies? You should be able
to open secpol.msc on the DC and see that the password policies are listed
in the "effective settings" column if the settings have applied. You should
also be able to run "net accounts" at a command prompt to determine what the
effective settings are.
