Disable Transition effects as default

Greetings

I don't understand why MS has to inflict the
stupid Fade effect as the Default setting on the Display properties
It's annoying and makes it seem like the PC is slow to respond.

Is there a way to change the Display settings to no transition effects
for the Default for all users .

I import a reg hack as a post build process. Any new users logging in will
have the animations turned off by default.

[HKEY_USERS\.DEFAULT\Control Panel\Desktop]
"UserPreferencesMask"=hex:90,32,00,80
"SmoothScroll"=dword:00000000

[HKEY_USERS\.DEFAULT\Control Panel\Desktop\WindowMetrics]
"MinAnimate"="0"
 
Thanks for the fast response, unfortunately
the reg modifications you gave me don't
seem to have any effect.
The one other bit of info I got is that in
UserPreferencesMask the second set of digits control the fade / scroll
effect
28 being a scroll and 3e being the fade effect. But I found no info on No
effect.

I tried the reboot, no go
Deleted all locally cached profiles as well
