Disable the Outlook journal

We are using MS Outlook 2003 and want to disable the journal function for all
users.There is a registry key to disable the Outlook journal
(HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\11.0\Outlook\Options\Journal,
EnableJournal=0) but if new users click on the journal folder they get the
question if you want to turn on journaling. Does anyone know how to stop this
question?
