Disable the ability to re-customise toolbar command

I have removed the 'Open' command from the toolbar. I
have also removed the 'Customise' command to prevent users
from re-enabling the 'Open' command. However, I can still
right click on toolbar and select customise to re-enable.
Is there any way, without having to use macro code to
prevent users from resetting a customised toolbar?
