disable start menu auto popup / open

How can I disable the start menu from starting open? Even if this only
happens on the first boot after FBA completes (I haven't checked), it
will be an annoyance. Thank you.

Start Menu pops up at every logon, and the Most Frequently Used programs
list is reset everytime:

Thanks for trying, but this did not work. The value already gets set
to 2 in my configuration, but I forced it to 2 just in case. The first
time you boot the image, the start menu shows up; the second time, it
does not. The StartMenuInit value in the registry remains the same
(2). Rebooting an extra time every time I make a new image is
undesirable and prone to being forgotten. From the flaky references to
StartMenuInit on the web (none on MSDN), it seems like the value of 2
denotes classic start menu.
