I did a cursory search and didn't find an easy answer.

Is there any way to disable signatures so that they do not send to
anyone in the GAL for Exchange, but still send them to those outside
the organization?

No, Outlook doesn't have any feature like that.

A workaround is to set the default signature to None and use the
Insert>Signature command on the menu. You can have several diff signatures
and boilerplate text to use when you want.
