Disable setting wallpaper

I want users not to be able set a wallpaper.

I set adequate permissions on some folders. That works.
Also thru Group Policy, I enabled 'Disable wallpaper changing' via Control
Panel.

But there's one possibility pending, how users can set the wallpaper.

It is Windows Fax and Picture viewer.

Is there any way how to disable possibility to change wallpaper via Windows
Fax and Picture viewer (without deletining it?)?

I suppose, there's a registry key.
