disable password complexity

I am trying to find out how I can disable the password complexity
requirement for my domain. I check all the settings in my Domain GPO (wich
is set not to be overridden..(Computer Settings-Windows Settings-Security
Settings- Account Policies- Password Policy - "Password must meet complexity
requirements...Disabled).

Please can any1 point out where else there might be a setting that overrides
it?
This is my only GPO that sets this, all the other GPOs I have are software
installs and IE access settings

This is the only place where the policy may be set (i.e.
at the root of the domain) and have any affect upon the
domain users. If set at an OU level, it only affects the
local accounts stored on machines in that OU.

Ensure that the GPO change has properly replicated to all
DCs in the domain.

PasswordComplexity, under
[System Access] also should have a value of zero (0) to
disable this...
